When Rashid Ishaq founded SCi from his Minneapolis studio apartment, he wanted nothing less than to be the most sought-after company in the IT services industry. Fueled by ambition and guided by vision, Rashid quickly built a marquee client roster that included Fortune 500 companies, state and local government agencies, and local companies in Minnesota. That was almost 20 years ago and SCi has charted a successful course ever since, guided by Rashid’s deceptively simple strategy and vision, which continue to set SCi apart:

In the early years SCi found success as an IT staff augmentation firm. Then, following the infamous dot-com collapse, SCi refocused its services on the federal government. This was leadership at its best – while other companies fell victim to market forces and sank, Rashid steered SCi into this new market, where it has found even greater success. SCi is appraised at CMMI Level 3. We have grown to nearly $10M in revenue, and earned opportunities to support many Federal agencies, including the Department of Health and Human Services (HHS), Department of Homeland Security, and the Small Business Administration (SBA).

Along the way, SCi gained some experience that is rare among our peers. We have succeeded on significant data modernization projects – the type of projects that often see cost overruns, schedule overruns, or outright failure by other companies. This success saves taxpayer dollars. And for over 10 years now SCi has worked on health IT projects, supporting the evolving healthcare needs of the American public.

With this unique experience and a wealth of IT competencies, SCi today is committed to helping Federal agencies further their missions by providing innovative, sustainable solutions in Program Management, Systems and Data Modernization, Infrastructure Management, and Health IT.

Rashid is a visionary leader who has charted the course for SCi’s sustainable growth and remarkable client and employee satisfaction rates. He spends most of his time doing two things. First, he listens to SCi’s clients about their business needs, advising them on cost-effective solutions and facilitating their decision-making. Second, Rashid figures out how to transform SCi into an even more valuable company. With almost 20 years of professional experience, Rashid has been an instrumental proponent of technology empowerment in the public and private sector. He committed himself early on to help stakeholders find real opportunities to improve people’s lives at work and at home through the use of technology, organizational culture, and business sustainability. He graduated from Arizona State University (where it gets really hot) and put down roots and built his company in Minneapolis, Minnesota (where it gets really cold). He has successfully navigated the changing seas of the IT industry. It’s safe to say Rashid knows how manage and negotiate any type of situation with unparalleled leadership.


Kenneth M’Balé

Chief Information Officer

Kenneth is an experienced executive who tirelessly supports SCi’s vision and SCi’s clients. He plays three key roles. First, Kenneth leads the company in strategic planning and operational management. Second, he leads every phase of client delivery with a focus on finding creative ways to improve our service delivery, ensure our clients succeed, and enable our employees to do their best work. And third, he shepherds SCi’s technology investments. He modernized our infrastructure with the best (and most secure) cloud-computing hardware and software, most dynamic business processes, and proven program and project management methodologies. With a doctorate from Bowie State, a remarkable number of professional credentials, and a firm commitment to furthering the public good through the use of technology and smart people, Kenneth has carved a niche for himself – he is an executive who not only understands, but genuinely knows how to combine people, process, and technology.
